installers are switched (2016,2017) and something is wrong with 2017 version #46

it seems the 2017 and 2016 installers are on the wrong branches - the version in the 2016 branch seems to have some hardcoded paths in it when looking for assemblies (like d:github/rtf etc...

How do we generate new installers?
