ci-osx / osx-x86-64 CI job is no longer running, blocking PRs from being merged. #6864

The "ci-osx / osx-x86-64" check is no longer running; jobs just wait with

"Waiting for a runner to pick up this job..."

Apparently "The macos-11 label has been deprecated and will no longer be available after 28 June 2024."

Does the job need updating to a newer macOS version?
