10 feature poc srg execute evaluation #25

This PR implements the SRG evaluate command to trigger a new SRG evaluation. It also includes the documentation required to get started.

Currently some code cleanup and refactoring is pending but the PR should give you visibility of the current implementation and documentation

@tobigremmer-dt and @eemrdog. First alpha version is ready for review. There are some pending items that would go in another PR to avoid having more files here such as pipeline examples which are currently on the external use case repo). Major improvements that you identified should create new issues to avoid extending this initial PR. Thanks
