Test: Extend test deploy scoped configurations

What this PR does / Why we need it:

Extends cmd/monaco/integrationtest/v2/scoped_configs_test.go to deploy dashboard-share-settings with sharing disabled, checks the change, re-deploys with sharing enabled, and checks the change.
