Include buildpack language and version as custom properties for Dynatrace monitoring #3

These are being set in DT_CUSTOM_PROP environment variable with the keys CF_BUILDPACK_LANGUAGE and CF_BUILDPACK_VERSION, respectively.

In case the version is not available, unknown is used for its value. That being said, this shouldn't apply to official CF buildpacks, as far as I'm aware.
