The bug going on are several that include Pikachu. First off a male non heart shaped Pikachu is able to gain a costume without putting one on him. Second you are unable to remove costumes. Lastly, third all heart shaped pikachu are male instead of female.
What are the steps to reproduce the bug?

To produce this bug simply try to capture a pikachu. Then when you send him out if his pokeball he will automatically gain a costume.
