Except Trainers and Chatting NPCs, I feel like every other type of Npc should have a fixed way to be found.
So, once you find that location (ex: An ultraspace outpost for the Ultra NPC), you can save it and know where to return when you complete the quest.
Making one Move tutor spawn every 2/3 villages could also help a lot, considering the sheer amount of moves and event moves they can teach.
