What is the bug?

I used a Rillaboom with it's Hidden Ability Grassy Surge. While in Grassy Terrain, Grassy Glide should have priority, but when I fought other players they could just outspeed the move with regular moves like an Calyrex using Substitute or Garchomp using Scale Shot.
