I believe this is somewhat normal behavior as Pokemon spawn on players. More players in one area would then result in more Pokemon in an area! The FPS part is an issue we've been cursed with in 1.12 due to the poor rendering system. That part has been resolved for the upcoming 1.19 version.
But perhaps could be improved in similarity to the vanilla mob spawning mechanics, although i'm not sure if that mechanic was implemented in later version, perhaps 1.18.

When in a private multiplayer server if players are near each other a high number of pokemon appear causing a huge drop of fps.
The version of forge is the one from the technic launcher modpack, current version 8.7.1
PS: I don't know if someone already mention it, but i didn' find anything from what i saw.
