Water pokemon drowning and not swimming #400

What is the bug? Water pokemon that spawn naturally in the over world do not swim, they float to the top of the water and bounce, if they spawn too deep they drown.

What are the steps to reproduce the bug? Go to the ocean. Wait for spawns. Profit.

What version of Pixelmon and Forge are you on? Pixelmon 8.7.1 Forge 14.23.5.2860
