There are 3 issues with validating the CSIP2 requirement:

The validator does not check if the mets/@TYPE has value from VocabularyContentCategory
The validator does not check if mets/@csip:OTHERTYPE exists when mets/@TYPE = “OTHER”
The validator does not check if mets/@csip:OTHERTYPE is set to some value when mets/@TYPE = “OTHER”

This can be seen when testing rules 2, 3 and 4 from testCase.xml
