FEAT - Command line structural valdiation #30

refactored SHA1 hash checking to dedicated utils module;
added a temporary to_JSON() method for structural error serialisation;
added a CLI handling module .cli/apps.py plus required __init__.py; and
added a CLI entry point to setup.py.
