Update dcc.spec to handle version #3

dcc.tar.Z points to latest version, not the specified version, and causes crash during build as version 2.3.169 has been released.

Also, BuildRequires: sendmail-devel does not appear to be needed when building on RHEL 9 (aarch64), but its missing postfix user and group when installing the RPM. Needs a bit more investigating to see "what" provides the user/group to supress the error message warning: group postfix does not exist - using root

Edit: postfix package creates the required user/group, so install that package before dcc to avoid the warning
