Thanks for bringing up the issue. The table of content is indeed misleading and was not intended to be there.

Second, the claimed bug is not that there's a stray "table of contents" line (this would be cosmetic and thus deserve severity.VeryLow), it's that there's no table of contents. This hinders the reader by making navigation inefficient.
