add SOM+AQUA compsets #41

NOTE -- this PR is a placeholder for now -- currently still testing some things...

Compsets added for running aqua-planet, fully coupled, and slab-ocean model (SOM) simulations with the CRM. Short tests were run to verify that the new compsets run.

Closing this since the effort on fixing the aqua planet option will be moved to the E3SM repo.
