non-BFB in PEM and ERP cases with Cray compiler on Crusher #5212

Runs created with

./cime/scripts/create_test ERP_Ln9.ne4pg2_ne4pg2.F2010-MMF1.crusher_crayclang.eam-mmf_fixed_subcycle

and

  1. ERP_Ld3.ne30pg2_EC30to60E2r2.WCYCL1850.crusher_crayclang.allactive-pioroot1
  2. PEM_Ln9.ne30pg2_EC30to60E2r2.WCYCL1850.crusher_crayclang

are not producing BFB outputs between the initial and an "ntasks/2" runs.

I tried lowering optimization to -O1 -hvector0.
