Latest master can't use v3.0.0 restarts #6365

When trying to use a recent version of master to continue a simulation, @golaz encountered this error:

Might be because the restart was generated before PR https://github.com/E3SM-Project/E3SM/pull/6298 which added 3 fields to the ELM history
