Test with `eam-implicit_stress` is not BFB when changing NTASKS #6498

Originally found this on gcp12 when I tried to adjust pelayout with https://github.com/E3SM-Project/E3SM/pull/6487, but can repeat on pm-cpu. The following tests fail compare -- ie changing NTASKS with these tests is not BFB.

I'm still seeing this issue with master of Oct 16th (and updating compiler versions).
