remap bc issue #279

According to MT: there was a bugfix in vert_remap_q_alg==2, which came in the same PR that also brought in vert_remap_q_alg=3 So, we need to check that our BC for grid building for vert... =2 option match master right now (and maybe bring in vert... =3 option).

this is being addressed in remap_update branch.
