Continued from PR #319 This has the COPYRIGHT file in the cxx directory, and all of our C++ has a header saying to see the copyright file.

Sorry to push on this @agsalin, but I'm waiting on this before making the repo public; and @bartgol wants it public today if we're going to say we have a public repo in the paper
