Fix CAM forcing ut on GPU #366

Looks like when I merged https://github.com/ambrad/E3SM/commit/b683baf4ba94258b0418d8ba1791f444b72d079e, the BFB issue went away. Don't understand why a final dim matters. But 100 trials of the unit test all pass. I'll merge when waterman ctest is done.

Test pass on GPU and KNL.
