Improve deployment script #80

Fix the "package" from some command-line tests. Previously, the first character in the full command was being printed instead of the first argument.

Skip chmod/chown on files that already have correct permissions and ownership. This will hopefully save a ton of time on slow file systems (I'm looking at you, compy!)
