Describe the solution you'd like

[x] Fix remaining diffs tests in test_diags.py tests breaking locally
- 10-23-23-pytest-local-integration-log-2.log
- These tests don't break in CI/CD for some reason
[x] Investigate specific variables -- This investigation is complete. The source of the diffs are due #759
- [x] NET_FLUX_SRF
- [x] RESTOM
[x] Write unit tests to cover core components
- [x] lat_lon_driver.py
- [x] lat_lon_plot.py
- [x] plot/utils.py
