CDAT Migration - Update run script output directory to NERSC public webserver

FYI @chengzhuzhang and @forsyth2, the main directory that stores the testing outputs is now the NERSC public web-server. The template scripts and notebooks have been updated to reflect this change. You will need to pull the latest cdat-migration-fy24 branch and rebase your dev branch(es) if needed.

Also make sure to run chmod -R o=rx <SET-DIR> for your dev branch results directory to make publicly viewable.
