Remove steps from `steps_to_run` in `baroclinic_channel` RPE #102

Without this, each step is listed twice in steps_to_run after setup.

Testing

I ran the ocean/baroclinic_channel/10km/rpe test on Chrysalis. Previously, each step ran twice. With this fix, each step only runs once as expected.
