Port changes to `grid_1d` package from Compass #147

This merge brings over clean-up and enhancements from https://github.com/MPAS-Dev/compass/pull/581. This includes renaming functions specific to tanh layer thickness for clarity, adding support for the index_tanh_dz vertical grid, and adding missing json files that define E3SMv1 vertical coordinates.
