Update Omega submodule #163

This merge also adds environment variables for the compiler and MPI library to the load script. The former is useful for building Omega. (I believe Omega currently always uses the default MPI library for a given compiler as specified in the E3SM machine file.)

Testing

The updated Omega submodule and the POLARIS_COMPILER and POLARIS_MPI environment variables have been used in testing 0.3.0-alpha.1 in https://github.com/E3SM-Project/polaris/pull/177
