The reason for making jigsaw-python a submodule of Polaris is:
It will allow development of jigsaw and jigsaw-python alongside compass (much as we currently support development of MPAS-Ocean and MALI alongside compass).
It is expected to increase the visibility of jigsaw and jigsaw-python within E3SM workflows.
The jigsaw and jigsaw-python repos do not include release tags so a submodule is the most feasible way to get the latest versions of the software
The submodule currently points to Jigsaw-Python v1.0.0, which includes Jigsaw v1.0.0.
