This update brings in a fix for gnugpu on Frontier, see https://github.com/E3SM-Project/Omega/issues/52

Testing

Omega CTests pass on Frontier with gnugpu and this version of Omega, whereas they failed to build with the version of Omega previously pointed to by the submodule.
