Update to v0.3.0-alpha.2 #197

This merge includes updates to numpy, matplotlib and mpas_tools as well as the E3SM-Project submodule.

Seeing hanging on Chrysalis on multi-node runs, probably because we're missing environment variables. This needs to be fixed by updating mache, but that involves updating to Polaris to v0.4.0-alpha.1 and deploying new spack environments, so that will wait for a follow up PR. For now, testing on a single node.

I was able to run the pr suite successfully on Chrysalis with this branch, with the caveat that I had to run on a single node (see above).
