Remove unused `bashrc` functions #208

There are two functions relating to bashrc in deploy.shared that are no longer used, so I removed them.

Testing

I tested this by creating a new conda environment using the configure script. I can also do a test run of the PR suite to be absolutely certain that this doesn't change anything else, if that's desired.

Let's change the label from framework to deployment in this case. framework is used for the functionality inside the polaris subdirectory that isn't in ocean or seaice.
