Add nvidia to chicoma-cpu #211

This merge also updates the Omega submodule to latest develop, which is needed to be able to run the CTest utility on Chicoma (because of the need to specify an account).

Testing

I was able to build the Polaris spack environments and build and successfully run Omega with them on Chicoma-CPU with nvidia. I needed to use the branch from https://github.com/E3SM-Project/mache/pull/185

I'm going to go ahead and merge even though we haven't built share spack environment for this configuration yet. At least this way it should be easy to build them the next time we update Polaris spack environments for other reasons.
