Update to polaris 0.1.0-alpha.3

This merge also updates mache to 1.14.0

It removes Cori from the list of supported machines.

Machines deployed (spack environment created only for the default compiler and MPI for now):

Do we need to make any changes to the machines sections of the docs (remove Cori?)?

Yes! Do you want to push a commit to remove Cori to this branch? I'll update the checklist to include docs after that.
