Add job script to steps #36

It is often convenient to run steps on their own, so it will be convenient to have a job script (and a link to the load script) for each step.

This is the polaris port of https://github.com/MPAS-Dev/compass/pull/603

Testing

I ran the pr suite and then the ocean/baroclinic_channel/10km/decomp_test/initial_state/ and ocean/baroclinic_channel/10km/decomp_test/initial_state/8proc steps using the new job scripts. All passed successfully.
