Make ocean ntasks and min_tasks a multiple of 4 #52

This seems to work better on Perlumtter.

Also, fix rounding (remove incorrect factor of 0.5)

This passed the nightly suite on Perlmutter using #50 as a baseline

@cbegeman, this worked for me in compass (where it is only used by global_ocean test cases). Can you have a look when you get a chance?
