This is following up on changes from https://github.com/E3SM-Project/E3SM/pull/5595

Testing

I tested this against main but found (as expected) that results are not BFB. I manually changed config_implicit_constant_bottom_drag_coeff in the baseline baroclinic_channel tests and re-tested and things were BFB as expected.

@cbegeman, thanks for having a look. I think my testing is sufficient. Just wanted to get rid of these warnings:

Warning: config_implicit_bottom_drag_coeff is not in the namelist and replacements will not be used
