Fixup cosine bell test: Allow user changes to vert_levels cfg option #94

This PR allows users to change the number of vertical levels in either the cfg file in the repo or the cfg file in a test case that is already set up.

Testing

I verified that the namelist files for single-layer cosine bell are identical to baseline and that the namelist files for a multi-layer case look correct when vert_levels is changed in the cfg file in the repo.

@xylar Thanks for reviewing! Yeah, I didn't even know it was in the back of my mind until I was writing the quarterly report and it resurfaced!
