Add a pio config tool #105

Add a PIO config tool that prints out all configuration information about PIO. A tool similar to nc-config . The information in the output could include, 1) Version 2) Features supported (that may be of interest to the user) 3) Compile time dependencies 4) Any version information collected about dependent libraries
