Skip MPI C++ bindings for SGI MPT #503

Skipping MPI C++ headers/bindigs for the SGI MPT library. We already skip the MPI C++ headers/bindngs for MPICH and OpenMPI libraries.

Thanks to @brhillman for bringing this issue up (a colleague had to add this flag to build SCORPIO on NCAR's cheyenne machine)
