Adding basic/dummy support for PIO_REARR_ANY rearranger by setting it to PIO_REARR_BOX

At least some users (@whannah1 ) have development branches that use gnu 9. and hence cannot use SCORPIO 1.6. due to bugs in gnu 9. (that affect the new Fortran interface in v1.6.).

So this change to v1.4. should help users use gnu 9. for their E3SM/scream builds. A new release in the v1.4.* series will include this minor fix so that it works (builds/runs) with the latest E3SM/scream source.
