Rebase onto v0.19.1 #11

There has just been a new spack release: https://github.com/spack/spack/releases/tag/v0.19.1 The rebase of develop onto that release seems to be clean: https://github.com/E3SM-Project/spack/tree/rebase_onto_v0.19.1

If no one objects, I'd like to force-push this to develop over the weekend.

@ikalash and @kliegeois, and concerns?

This is fine with me. I have the nightly spack testing running so if something gets broken, it should be caught.

Okay, great! I'm going to go ahead now. I won't be around tomorrow (away snowboarding!) so let me know if we need to revert (or feel free to do it yourselves).
