ne120 configuration crashes? #2

Az reported that the ne120 configuration crashes (negative layer thickness - time step too small).

Running this on Edison: I ran on 240 nodes for 1h, the code got up to 4h of model time before being killed by the queing system. I will run this out longer next.

With my commits today, i tweaked the settings a little bit (but this shouldnt effect the stability of the ne120 test).

I added a new ne120 performance test that runs for 1h with 5 tracers. It can run quickly, in the debug que.

I still have a job in the que to run out the ne120 test1 for the full 12 days, and test2 for 1 day. Stuck in the que becuase it wont fit in the debug que.
