Replace default ncdata for ne4 and ne30 to work with chemUCI #13

The original ncdata does not contain tracer variables enabled by chemUCI, which causes runs to fail on some machines.

[non-BFB] for ne4 and ne30 tests.

New IC files copied to inputdata server. Merged to NGD_v3atm.
