This alternative is created by swapping in all mpas components from the master in full.

It includes mpas-framework, mpas-ocean, mpas-seaice and mpas-source.

Additional changes in mct and share modules are made to have them compatible with the updated mpas components.

Note: The PR is created for viewing, and not for merging to NGD_v3atm.

The branch for this PR can be used as a standalone code base for F and coupled simulations.
