enable the 4th smoke to run with ZMmp turned off

@wlin7 - This PR will allow us to run without ZM convective microphysics in our branch. If it looks good to you, would you merge this into the branch?

Thank you for the fix, @yunpengshan2014 . Merged to NGD_v3atm. I changed the title to inform this is for restart NBFB fix.

Note that only a single commit is involved, I will later cherry pick the commit for branch like NGD_v3atm_v2.1ocnice_alt.
