Control the tape number for some chemistry diagnostics output by user namelist #58

Some chemistry budget diagnostics require instantaneous concentrations. It defaults to the h1 tape and may cause conflicts with other output. This commit allows user to specify via namelist which tape to write the output. [BFB]
