Update v3atm testmods to use latest chem_mech and F compset with cice #61

The settings for the v3atm testmods are updated to be equivalent to the 4th full smoke config. Also add F20TR-CICE_chemUCI-Linozv3 for general testing

[non-BFB] for f20tr_v3atm tests. No impact for general simulations.
