Add land campaign cfg. Resolves #151

@chengzhuzhang @BunnyVon I started a land campaign cfg here. I need to know what a typical Land developer is looking for in the analysis tools -- e.g., which sets to run in e3sm_diags and which variables to include in the e3sm_diags and global_time_series.

@forsyth2 , I did an evaluation using the latest zppy development https://web.lcrc.anl.gov/public/e3sm/diagnostic_output/ac.sfeng1/20240315.v2.LR.BGC-LNDATM.CONTRL.ne30pg2_r05_EC30to60E2r2.chrysalis/v2.LR.BGC-LNDATM.CONTRL/ , which includes e3sm_diags and global_time_series on land (although my global_time_series didn't run correctly...) Let me know if you want my cfg file.
