Added a script that generates a JSON file for RNAcentral and modified the file organiser script to run RNAcentral data generation.

@KeteSakharova thanks a lot! I moved the database-import-scripts into the helpers folder. I agree the RNAcentral bit should become a module but I think I will have to let that wait for the next release - there will be several new features and I don't want to block other catalogues while I work on that.
