This PR:

uses a multi-stage build strategy, along with a conda-pack/unpack strategy, to shrink the built docker image
improves a few conda package installs

This ~halves the size of the built docker image, which should mean faster loads on the notebook server.

It also means that GitHub Actions no longer prunes the image, so the CI tests can work again.
